Wiseman Skills is an independent language assessment system aligned with CEFR standards. We develop fair, transparent exams and certification solutions for learners, schools, and educational organisations worldwide.

Who we are

Wiseman Skills operates as an independent language assessment system focused on the objective evaluation of language proficiency. The organisation does not provide language instruction or preparatory courses and is institutionally separated from teaching activities.


All assessments are developed in alignment with the Common European Framework of Reference for Languages (CEFR), which is used as a methodological framework for defining proficiency levels and assessment criteria. CEFR descriptors inform task design, scoring scales, and result interpretation, ensuring consistency and comparability across different educational contexts.


Exam tasks are designed to assess communicative language use in realistic contexts, within the limits of the candidate’s declared level. Particular attention is given to validity, reliability, and transparency throughout the assessment process.


This model allows Wiseman Skills to provide standardised, evidence-based assessment results that can be interpreted consistently by learners, educators, and educational organisations internationally.

18th–20th centuries
Foundation of Linguistic Expertise
The roots of Wiseman Skills trace back to a long-standing academic tradition in linguistics, education, and language analysis. Over generations, this expertise evolved through research, teaching, and applied language studies, forming a solid foundation for modern assessment principles.
Early 2000s
From Teaching to Assessment Design
In the early 21st century, the focus shifted from language teaching to the design of objective assessment systems. This period marked the development of structured approaches to evaluating language proficiency independently from specific courses or textbooks.
2008–2022
Development of CEFR-Aligned Exams
Building on international standards, Wiseman Skills began developing language exams aligned with the CEFR. The emphasis was placed on validity, reliability, and transparent scoring, ensuring that exam results accurately reflect real communicative competence.
2023–present
Wiseman Skills Today
Today, Wiseman Skills operates as an independent language assessment system offering exams for different age groups and an adaptive computer-based testing solution (CAT). The system is designed to provide fair, consistent, and internationally comparable results for learners and educational organisations worldwide.

Principles of Assessment and Quality Assurance

Wiseman Skills applies a structured and transparent approach to language assessment, with clearly defined procedures at every stage of exam development and administration.
  • Standardisation and consistency

    are ensured through unified task design principles, calibrated scoring scales, and examiner training based on common assessment criteria
  • Quality control

    is maintained through multi-stage editorial review, examiner supervision, and post-exam analysis of results. Where appropriate, automated scoring is used to minimise the risk of human error.
  • Independence of assessment

    is a core principle of the system. Exam results are not influenced by preparation pathways, teaching methods, or institutional affiliation of candidates.

Chief Exam Architect

Master of Science (Educational Sciences)
The development and quality assurance of Wiseman Skills assessments are overseen by the Chief Exam Architect, Thomas A. Wiseman IV.
In this role, he is responsible for the overall assessment framework, including exam structure, alignment with CEFR descriptors, scoring models, and quality control procedures. His work focuses on ensuring validity, reliability, and consistency across all components of the assessment system.
The Chief Exam Architect supervises exam development teams, examiner training, and moderation processes. This centralised academic oversight ensures that assessment decisions are based on clearly defined criteria and applied consistently across different exam sessions and candidate groups.
Such an approach supports transparency in assessment and provides educational organisations and candidates with confidence in the interpretation of exam results.

External Academic Review

The quality and design of Wiseman Skills assessments have been reviewed through independent academic expertise. External expert teams from the University of Birmingham and Saint Petersburg State University have conducted structured reviews of exam materials and assessment procedures, providing methodological recommendations for further development.


These expert teams are affiliated with institutions that are current members of the Association of Language Testers in Europe (ALTE) and are actively involved in ongoing professional evaluation of language assessment materials. Their feedback contributes to the continuous improvement of assessment validity, reliability, and alignment with international standards.


External academic input forms part of Wiseman Skills’ ongoing quality assurance and review cycle.

Collaboration and Institutional Roles

  • Examiners
    Examiners are trained and monitored specialists responsible for conducting and assessing exam components in line with standardised criteria and our Quality Assurance Requirements.
  • Preparation Centres
    Preparation Centres provide language instruction and exam preparation independently from the assessment process, ensuring a clear separation between teaching and evaluation.
  • Exam Centres
    Exam Centres are authorised institutions responsible for organising and administering exams in accordance with established procedures.
